The Ministry of Internal Affairs has developed a draft government decree, which should change the procedure for payments to law enforcement officers. They were sent to the temporary representative office of the Main Directorate of the Ministry of Internal Affairs in the Rostov region, Crimea, LPR, DPR and Ukraine and are engaged in issuing Russian passports there. From January 1, 2020, by decision of the White House, such employees of the Ministry of Internal Affairs were paid an additional three monthly salaries. On June 24 of this year, by decision of the government, the number of police officers who work in temporary units and deal with the issuance of passports was increased from 400 to 496 people.
It follows from the current draft that now such payments will be stopped for employees of departments who are sent abroad. In the explanatory note, this is explained by the fact that other social guarantees are provided for people sent to these territories. “Taking into account certain measures of social support and social guarantees established by decrees of the President of the Russian Federation <...> in order to equalize social guarantees and social support measures for all categories of employees seconded to these territories,” the explanatory note says.
Russian President Vladimir Putin signed a decree on additional social guarantees for persons sent to the LPR and DPR on April 30. It says that in case of injury, a citizen has the right to receive 3 million rubles, and in the event of death, his family receives compensation of 5 million rubles. The decree applies to civil servants, employees of public and municipal authorities and employees of other organizations seconded to the republic, including volunteers. On June 17, the government also adopted a resolution that regulates payments for those sent to the LPR and DPR. Workers posted to these territories should, in particular, be paid twice the average earnings for the days they are on a business trip.

The expert explains the increased payments for employees who were engaged in issuing passports by the increased workload that was during the peak period of admission to Russian citizenship: “One or two citizens of Ukraine or the DPR and LPR will come to the center of Moscow, and there the workload is very large, and if the workload continues , then the payments will also remain. With a new decree, the government wants to distinguish between employees of the Ministry of Internal Affairs who deal with migration issues and those who deal with security tasks, Mikhail German, head of the labor law practice at Grata International, believes: “The proposal to adopt such changes means that within the framework of this decree, payments in the amount of a triple salary cannot, because they are subject to other guarantees.”
