Draft amendments on optimization of the public procurement system submitted to the State Duma

The senators submitted to the State Duma a draft law on amendments to the 44th Federal Law (FZ) on the simplification and optimization of the public procurement contract system. About it reported in the press service of the Federation Council.
The project provides for a reduction in the timing of public procurement, as well as changes in the procedure for concluding contracts, said Nikolai Zhuravlev, vice speaker of the Federation Council, who is one of the co-authors of the initiative. According to him, the amendments will increase the efficiency of meeting public needs, reduce the time spent by customers in procurement, etc.
Also, as part of the amendments, it is proposed to increase the price threshold, which allows for an electronic request for quotations – from 3 to 10 million rubles, and for small purchases – from 3 to 5 million rubles. In particular, the amendments will make it possible to establish the possibility of conducting turnkey construction purchases before January 1, 2025.
“The changes made will allow prompt implementation of projects important for the country, while maintaining a high level of control and transparency in spending budget funds on public procurement,” the senator concluded.
In early February, the Chairman of the Federation Council Valentina Matvienko, who also co-authored the bill, suggested to impose a moratorium on the 44th law (on public procurement) until the end of the military operation in Ukraine. Then she said that the moratorium will allow the regions to quickly absorb funds, investing them in the economy and developing their own infrastructure.
