The ex-head of Roscosmos, former Deputy Prime Minister of Russia Dmitry Rogozin, who was appointed senator from the government of the Zaporozhye region on September 23, will join the Federation Council (SF) Committee on Defense and Security. The chairman of the committee will be the former head of the Federal Customs Service (FCS) Vladimir Bulavin, who was delegated to the upper house of parliament by the governor of the Ivanovo region Stanislav Voskresensky on September 19. Chairman of the Federation Council Committee on Rules and Organization of Parliamentary Activities Vyacheslav Timchenko told Vedomosti about this. The current head of the Federation Council’s defense committee, Hero of Russia Viktor Bondarev, will become first deputy chairman.

The corresponding changes, according to Timchenko, were approved by the Federation Council’s defense committee. The personnel issue is included in the draft agenda of the 552nd meeting of the upper house of parliament, which will take place on October 11. The former Commander-in-Chief of the Russian Aerospace Forces (VKS), Colonel General Bondarev, representing the government of the Kirov region in the Northern Fleet, has headed the Committee on Defense and Security since September 27, 2017. He became the first senator delegated to the upper house of parliament, bypassing the residency requirement (representative region in the Northern Fleet must reside in the territory of this subject for five years immediately preceding nomination, or a total of 20 years). This requirement was removed for generals in June 2017.

Rogozin left the position of CEO of Roscosmos in July 2022. He led the state corporation for more than four years. His place was taken by former Deputy Prime Minister for Military-Industrial Complex (DIC) Yuri Borisov. Bulavin headed the Federal Customs Service in 2016–2023. Before that, for four years he was the plenipotentiary representative of the President of the Russian Federation in the Northwestern Federal District. In the Federation Council, Bulavin replaced member of the social policy committee Alexander Gusakovsky.

Issues under the jurisdiction of the Federation Council Committee on Defense and Security include: legal regulation of internal and external security, military development, security and defense of the state border, financing of the military organization of the state, maintaining law and order and the rule of law. Particular attention is paid to legal support for the development of the defense-industrial complex, reform of the Armed Forces, including improving the social security of military personnel and law enforcement officers, and the fight against terrorism and organized crime.
