Difficulties of the tax transition – Economics – Kommersant

The Federal Tax Service (FTS) plans in the near future to open access to information on settlements with the budget in the personal accounts of taxpayers – now it is limited in terms of viewing the balance of the single tax account (UNS). Previously, the appearance of unjustified tax debts on such accounts caused concern among entrepreneurs. Until the completion of individual reconciliations of data between taxpayers and tax authorities, a moratorium on debt collection has been introduced – from the second quarter, the Federal Tax Service expects to switch to the normal mode of operation of the UNS.

The head of the Federal Tax Service, Daniil Yegorov, on Wednesday at a meeting of the president with the government, reported on the state of affairs in connection with the transition to the UNS. He asked Vladimir Putin to give the commission of the State Council in the direction of “Economics and Finance”, the Ministry of Finance and the service itself an instruction “to work out all the moments related to innovations as quickly as possible.”

Recall that we are talking about a system introduced since January 1, which involves the formation of a balance of accruals and payments of the taxpayer. Payments to the budget are transferred to a single account in the treasury indicating only the amount and TIN, and the tax authorities independently distribute them on account of the payment of all taxes. In total, the new mechanism covers 72.7 million taxpayers. The system was introduced, among other things, to solve the problem of massive erroneous payments.

According to the FTS, out of 650 million payments processed annually by the tax authorities, one in eight were erroneous.

However, the transition to the UNS did not go smoothly – some entrepreneurs were faced with an unreasonable display of a negative balance in their personal accounts, that is, debts to the budget. As Daniil Egorov assured on Wednesday, such problems are promptly resolved and the number of problematic issues is reduced. In the near future, he said, it is planned to open access to information on settlements with the budget in the personal accounts of taxpayers – now the “UNS” section is temporarily unavailable “due to the processing of notifications and payments received” for the correct formation of the balance.

In March-April, Daniil Yegorov added, individual reconciliations of data between taxpayers and tax authorities will be carried out, earlier the Federal Tax Service had already announced the introduction of a moratorium on the forced collection of debts before their completion (see “Kommersant” of January 31). “Until we are 100% sure of the calculation of each fine, there will be no penalty,” Daniil Egorov emphasized. The Federal Tax Service plans to switch to the work of the UNS in the usual mode in the second quarter – until then, Prime Minister Mikhail Mishustin added, the government will “monitor the situation.”
