Deputy Umakhanov criticized the refusal of the Cabinet of Ministers to write off loan debts to Dagestan

State Duma deputy Saygidpasha Umakhanov (United Russia) criticized the federal government’s decision not to include Dagestan in the list of regions for which debts on budget loans will be written off. At the same time, he noted, in the draft government order, “the republic was among the main ones.”

“Dagestan is actively developing its infrastructure, large road junctions are being built, engineering and utility networks are being modernized. But the republic is not on the list of regions for which the government has written off debt on budget loans in the amount of tax revenues that came to the federal budget in 2022 from the implementation of investment projects,” said State Duma deputy Saigidpasha Umakhanov.

“The mechanism for writing off debt on budget loans has already been tested and applies to investment projects implemented in priority sectors, including agriculture, tourism, manufacturing, housing and road construction,” says the deputy. “I don’t know why Dagestan was removed from this list.”

Mr. Umakhanov suggests that the federal government may consider data on violations of the terms of debt restructuring that occurred in Dagestan over the past two years in the amount of 2.8 billion to 3.8 billion rubles. According to him, “writing off the debt would be a good help,” and “the last time the republic’s debts were written off was under the first president Mukhu Aliyev (he headed Dagestan in 2006–2010).”

It was signed on October 21 order government, providing for the possibility of writing off debt on budget loans in the amount of tax revenues that came to the federal budget in 2022 from the implementation of investment projects. The list of regions in question includes Bashkiria and Tatarstan, Altai, Transbaikal, Krasnodar and Perm regions, Astrakhan, Volgograd, Kaluga, Kursk, Lipetsk and Tomsk regions. The total amount of debt write-off for these regions will be more than 8.2 billion rubles. The decision will reduce the debt burden on regional budgets and allocate additional funds to the development of priority projects.
