Sultan Khamzaev (United Russia), a member of the State Duma Committee on Security and Anti-Corruption, announced the need to introduce criminal liability for publicly insulting the honor and dignity of the Heroes of the Soviet Union and Russia.

Sultan Khamzaev cites as an example the commander of the Eastern Military District, Rustam Muradov, who, according to the deputy, is criticized, despite the title of Hero of Russia and special Gratitude from Armenian Prime Minister Nikol Pashinyan.
Rustam Muradov was appointed commander of the Eastern Military District in October last year. In July, the Ministry of Defense said that Mr. Muradov was in command of the Vostok group in Ukraine. He received the title of Hero of Russia in 2017. Since December 2018, he has been the Deputy Commander of the Southern Military District. He also commanded the Russian peacekeeping contingent in Nagorno-Karabakh.
