Deputy Prime Minister Abramchenko advocated changing tariffs for garbage collection

But how to make them more “fair”, the government does not know
Deputy Prime Minister Victoria Abramchenko believes that changes should be made to the procedure for calculating tariffs for the removal of municipal solid waste, making it more “fair”. But it is not clear when the Russians will wait for this.
During the government hour in the State Duma, Sergei Leonov (LDPR) recalled that sometimes citizens receive “double or even triple receipts for garbage collection.” “A person cannot simultaneously litter in his apartment and in a country house, the owner of which he is!” – he said.
Deputy Prime Minister Victoria Abramchenko (she oversees environmental issues, agriculture and real estate turnover) said that the government had prepared “several draft resolutions” that would eliminate these problems and allow for a more “fair approach to calculating utility bills for the treatment of solid communal waste (MSW)” But when these documents can be adopted is unknown.
“Don’t you think that most of the problems in the area of charging fees for MSW lie in the abuse by regional operators of the right to commercial accounting based on established standards, including economically absurd charges per square meter, as in the Samara or Moscow regions? Isn’t it time to abandon the standards and count waste by weight through the weight control of garbage trucks at the landfill?” – asked Mikhail Matveev (KPRF).
Ms. Abramchenko admitted that she personally supports the transition to the calculation of the actual accumulation of MSW. “We specifically checked what is happening in some regions: garbage is being transported bypassing the built weight control sites, and you need to be fined for this, as well as for dumping garbage in an unspecified place,” she said.
“As for the calculation (standards for payment for the removal of MSW – “MK”) – from a square meter, from the area or the number of residents – today it is the right of the regions to decide which approach to choose,” she reminded.
11 constituent entities of the Russian Federation have chosen for themselves the calculation of the area of housing, according to her, these are usually regions that are faced with pendulum migration, such as the Krasnodar Territory and the Moscow Region, and “if you rigidly choose one of the accrual methods, then problems will arise for the same Andrey Yuryevich Vorobyov (Governor of the Moscow Region – “MK”.), which has no registered residents, and the dachas of Muscovites are located in the region.
“The problem is acute, but for the time being I would not like to introduce any single requirement at the federal level, this could provoke even more problems,” Ms. Abramchenko said.
