The tourism industry in the Ministry of Economic Development will be supervised by the current Deputy Minister Dmitry Vakhrukov, confirmed RBC in the press office of the ministry. Functions of Rostourism have crossed Ministry of Economic Development by decree of Vladimir Putin in October.
As an unnamed federal official told the publication, Mr. Vakhrukov will regulate tourism issues until a profile curator is appointed. Later this information was confirmed by the press service of the Ministry of Economic Development.
According to the source, the decision was made on the basis of the order of the Minister of Economic Development Maxim Reshetnikov to change the duties of deputies. The powers of Dmitry Vakhrukov included tourism, tourism activities, coordination and implementation of priority areas of state regulation of this activity.
Mr Vakhrukov was appointed Deputy Minister of Economic Development in May. He has been working in the department since 2014, in 2018 he headed the department of state regulation of tariffs and infrastructure reforms. According to RBC, he currently oversees the departments of regional development, territorial development planning, and regional policy.
On October 20, Vladimir Putin’s decree on the abolition of Rostourism came into force. The powers of the department were transferred to the Ministry of Economic Development. Russian Prime Minister Mikhail Mishustin increased the number of deputy ministers of economic development from 11 to 12, and the number of departments from 35 to 37.
According to an unnamed RBC source close to the abolished department, Zarina Doguzova, the ex-head of Rostourism, was offered to take the position of tourism curator in the Ministry of Economic Development. The offer came to her from Deputy Prime Minister Dmitry Chernyshenko, who deals with the tourism industry, but as of November 2, Ms. Doguzova has not given an answer, the sources say. On the day of the abolition of Rostourism, Mr. Chernyshenko said that the head of the agency “will continue to work for the benefit of the industry in the future.”
According to experts, a complex of factors led to the abolition of Rostourism. The work of the department was constantly criticized by business, and a public conflict within the framework of the Eastern Economic Forum could also serve as a starting point. On the sidelines of the latter, the idea of creating a separate ministry of tourism and redistribution existing within the framework of the national project budget for the construction of infrastructure.
