Vershinin also added that negotiations should also be carried out taking into account the goals that Moscow announced.
He recalled that the negotiation process had already been in Minsk and Istanbul, but then it was interrupted at the initiative of the Ukrainian side. According to him, all decisions are made not in Kyiv, but in other capitals of states.
