The State Duma Committee on Regional Policy and Local Governance in its conclusion noted the risk of a lack of regional budget to increase wages. This is stated in the document on website systems of legal support for legislative activities, which drew attention Forbes.

The Committee sees a potential risk that the regional budget will not be enough to cover salaries, which means that additional subsidies from the budget will be required in 2024.
The committee was asked to further justify whether there are enough subsidies to equalize budgetary security and to partially compensate for the costs of increasing public sector salaries, as follows from the review.
