A group of deputies from United Russia proposed to make a number of amendments to the Labor Code that would allow teenagers to get a job more easily. A bill aimed at eliminating difficulties and barriers in finding a job for teenagers was submitted by parliamentarians to the State Duma.
As it became known to MK, today about 90 percent of teenagers from 14 to 17 years old express their readiness to work, but modern legislation is designed in such a way that two-thirds of employers are not eager to provide them with such an opportunity. Therefore, the parliamentarians decided to make it softer.
If the law is passed, then it will be possible to conclude an employment contract with a teenager with the consent of one of the parents, and not the guardianship and guardianship authorities, as is happening now.
The obligatory medical examination today before hiring also does not add to the desire to give work to teenagers: statistics show that on average they are hired for half a month with part-time work, while a medical examination in some regions can cost more than six thousand rubles. The deputies propose to abandon this norm if the child has a certificate stating that shortly before being hired, he had already passed a medical examination.
It is also proposed to abandon the enhanced control over compliance with labor legislation during employment, and to carry out control and supervisory activities only at the request of a teenager. Such checks are often carried out almost immediately after a teenager gets a job, even if he did not complain about anything.
If the bill is passed, the Ministry of Labor and the Ministry of Health will have to approve guidelines for determining the types of work for which teenagers can be hired. On their basis, the executive authorities of the constituent entities of the Federation will be able to approve their lists, taking into account the specifics of local labor markets.
