Deputies proposed to consider migration violations an aggravating circumstance

Introduced to the State Duma bill, expanding the list of aggravating circumstances of the Criminal Code of the Russian Federation. These are proposed to be considered migration violations.
The authors of the initiative were deputies Alexey Zhuravlev (LDPR), Mikhail Matveev (Communist Party of the Russian Federation) and Dmitry Kuznetsov (A Just Russia – For Truth).
The explanatory note to the document states that in the case of an investigation into a deliberate crime committed by foreigners or stateless persons, it is necessary to check for possible violations of the rules of entry or conditions of stay in Russia. If such violations are discovered, they should be treated as an aggravating circumstance of a criminal offense.
The authors of the initiative note the increased number of crimes committed by foreign citizens in Russia. They refer to statistics announced by the head of the Investigative Committee of Russia, Alexander Bastrykin, on September 25. According to him, in 2022 the number of grave and especially grave crimes committed by foreigners increased by 32%. There is an increase in murders, the number of crimes against sexual inviolability has increased by 22%, and every fourth crime of foreigners is related to drug trafficking.
According to the authors of the bill, amendments to Article 63 of the Criminal Code of the Russian Federation will become preventive measures that will “remind that it is unacceptable, when arriving on the territory of Russia, to behave irresponsibly, not complying with the law and not respecting the rules of conduct accepted in our society.”
The day before, Patriarch of Moscow and All Rus’ Kirill statedthat in Russia it is necessary to work with the flows of labor migrants at the government level. He stressed that the massive influx of migrants who do not plan to integrate into society will lead to an increase in crime rates.
