The deadline for filing income and property declarations of State Duma deputies expired on March 31. “All deputies who are required to declare income have fulfilled this obligation,” Otari Arshba, head of the Duma commission for monitoring the accuracy of information about income and property, told Kommersant. On Friday morning, the Telegram channel of the Duma reported that at that time 96.2% of the deputies had submitted their declarations: all independent parliamentarians, 100% of members of the Communist Party faction, 96.4% of deputies from the SRZP, 96% of United Russia, 95.7% of members of the Liberal Democratic Party and 86.7% representatives of the New People faction.
The income declaration system has undergone major changes in recent months. On December 29, 2022, President Vladimir Putin issued a decree allowing persons performing tasks related to the SVO not to file declarations during the period of the special operation. Thus, the deputies who were on business trips in the SVO zone (about a hundred people) received the right not to report on their income. And on March 1, amendments to the legislation came into force, allowing State Duma deputies and senators not to publish their declarations.
Not all deputies, who received the right not to report on their income, took advantage of this opportunity. “I am officially a member of the special operation, there are relevant certificates. I regularly work in the NWO zone. And according to the law, I can not file a declaration, but I will definitely file it and make it public, because I have nothing to hide. I don’t have any additional income, ”deputy Yana Lantratova (SRZP) explained to Kommersant. As Kommersant found out, the head of the Duma Committee on Health Protection Dmitry Khubezov (United Russia), who became one of the first volunteer deputies and went to the NVO zone as a military doctor back in October 2022, also filed a declaration. Several more deputies who visited the NVO zone confirmed to Kommersant that they had also filed declarations. Nikolai Kolomeytsev (KPRF) believes that all deputies, including participants in the special operation, should do this.
As for the publication of declarations, even during the discussion of the amendments, several deputies, headed by speaker Vyacheslav Volodin, announced that they would continue to publish this information. On January 30, the declaration was first published by Sardana Avksentyeva, deputy head of the New People faction in the State Duma. On March 19, information about Mr. Volodin’s income was posted on the website of the State Duma: in 2022, he earned 80.9 million rubles, most of this amount is interest on deposits. By tradition, the Duma website also reported on the speaker’s expenses for charity, which amounted to 34.7 million rubles. (in 2021, with an income of 65 million rubles, he donated 45.7 million rubles for these purposes). The SRZP decided not to limit itself to point publications and on March 31 published the declarations of all its Duma deputies on the party website. Party leader Sergei Mironov stressed that the SRZP did not support the bill allowing deputies not to publish declarations. “We believe that parliamentarians should remain open, because it is important for the voter to understand the property status of people’s deputies, to see the sources of income, the level of income and, most importantly, the legality of these incomes and the acquired property,” he said.
According to the declaration, Mr. Mironov’s income for 2022 amounted to 8.8 million rubles. compared to 5.7 million rubles. a year earlier. Party co-chairman Gennady Semigin, on the contrary, earned much less – 19.5 million rubles. against 225 million rubles. in 2021. Deputy Sergei Karginov (LDPR) told Kommersant that the Liberal Democrats will publish their declarations at will, but “the faction’s position is this: we have nothing to hide.” The press service of the New People faction reported to Kommersant that all party deputies submitted their declarations on time, and each of them makes the decision to publish the data independently. United Russia did not give general instructions about publishing information about income either, and the deputies decide this issue at their own discretion. For example, United Russia Anatoly Vyborny told Kommersant that he has not yet decided whether he will make the declaration public and will consult with voters on this matter.
