Moscow is faced with a serious shortage of drivers. The market simply has no place to hire additional taxi drivers, Kommersant FM’s interlocutors in the industry admit. They note that even the increased coefficients that appeared due to snowy weather do not help solve the problem. Nevertheless, the Yandex Go service expects to attract 30 thousand new drivers in the near future. Which ones? And is it possible to improve the situation? Vladislav Viktorov sorted it out.

On November 27, when another snowfall covered Moscow, publications by angry citizens about increased taxi fares traditionally appeared online. In some cases, ten-minute trips became two to three times more expensive, and along with this, the waiting time for a car increased. In general, this would seem to be a common practice when taxis become more expensive in bad weather.

However, this time even the largest aggregator Yandex. recognized a serious problem. Taxi”, which decided to attract up to 30 thousand new drivers to the roads of Moscow and the Moscow region with the help of increased bonuses. But how to do this if there are physically no people in the market is unclear, says taxi company owner Georgy Serpionov:

“There are more than enough cars, but there really are no drivers. What this is connected with, I can only guess. The aggregator is great, at least he’s trying to do something.

Will all this help in this situation? I don’t think so, because we are talking about bonuses, and not every driver receives them. We just need taxi drivers. In 2022, more drivers were recruited at this time.”

The end of November and all of December is traditionally the period of highest demand for taxis. In previous years, many drivers from the regions came to the capital at this time to earn money. But now the situation has changed. On September 1, the taxi law came into force, which tightened the requirements for drivers, which is why many of them left the market.

And the general economic situation has made it too expensive to maintain a car, which has further fueled the shortage. Therefore, whoever wanted it has already arrived in the capital, and you can’t count on more, says auto expert and creator of the Taxi Ombudsman project Anton Maksimov:

“In professional circles, such drivers are called “Decembrists.” These are people who come from the regions to Moscow to work as taxi drivers for one month. They capture the end of November, December, plus five days of January. The shift workers who came to the capital for a month and a half are already working. Maybe at the beginning of December another 10 thousand will reach Moscow.”

At the same time, social activists say that the shortage of drivers needs to be covered by migrants. At least as long as Russians are in the combat zone in Ukraine, according to the Public Taxi Council. But not all foreigners have the right to such work, and this will not make travel safer, believes Bogdan Konoshenko, chairman of the specialized committee of the Moscow Chamber of Commerce and Industry:

“To do this, it is necessary to create conditions under which a taxi driver will earn more than doing something else. But there is a risk of attracting people with not very high qualifications. There is a set of requirements prescribed by law that the driver must certainly comply with.

30 thousand is a lot, a figure difficult to achieve. But it’s reasonable to strive for it.”

However, the influx of taxi drivers has sharply decreased in recent months, and the number of vacancies has increased one and a half times compared to last year, hh.ru service analysts calculated in early November. And at this rate, experts are sure, the era of cheap taxis will end in Russia even before the New Year.
