Russian customs officers are massively checking the origin of a number of goods: construction equipment, equipment and work tools, the newspaper reports “Vedomosti” with reference to sources. The amount of duties is established by the government decree “On approval of import customs duty rates for certain goods whose country of origin is the United States,” adopted in 2018 in response to protective duties on the import of Russian steel and aluminum.

According to Vedomosti, customs inspections have become widespread since February. Partner B1 Wilhelm Shavshina notes that this trend is associated with the decision of the Council of the Eurasian Economic Commission, which came into force on February 8. In particular, the concept of “response measures” was introduced – it included goods from Resolution No. 788.

As part of the checks, according to Ms. Shavshina, importers began to be asked for certificates of the country of origin of goods. If the country of origin is the United States, or if there is no certificate or there are errors in it, Russian customs officers apply increased import duties. At the same time, some importers refuse to issue a certificate of origin, saying that there is no such requirement in the law. As Vedomosti notes, there is almost no way to confirm non-American origin.
