Chairman of the State Council of Crimea Vladimir Konstantinov said that the parliamentarians of the peninsula propose to amend the law on mobilization. According to him, for the period of partial mobilization, it is necessary to establish a ban on the exit of a Russian citizen who is or should be on military registration. Also, Mr. Konstantinov proposed to enter those leaving the country into the register of foreign agents.

According to the proposal of the Crimean authorities, citizens who are registered with the military can leave the country during the period of partial mobilization only with the permission of the military commissariats or federal executive authorities.
