Corruption in the leadership of the Dnipropetrovsk region was revealed: 1.5 billion hryvnias were laundered

The regional head is involved in the scheme

In Ukraine, the National Anti-Corruption Bureau of Ukraine (NABU) demonstrates suspiciously high activity. A number of regional leaders fell under the scope of the organization, including the head of the Dnipropetrovsk Regional Military Administration (OVA) Valentin Reznichenko. On December 26, with a search, NABU investigators first visited the professional athlete Yana Khlanta, who is not only Reznichenko’s personal trainer, but also his constant companion. For example, it is known that they are connected not only by business relations, but Hlanta moves in a car belonging to the head of the OVA. The private company Stroyinvest Engineering, which attracted the attention of NABU, which mastered the very 1.5 billion budget hryvnia intended for road repairs, is half owned by Hlanta. The other half of the firm is owned by the Dubinsky brothers, who are wanted by the United States for financial fraud.

Later, the NABU also searched the premises of the Dnepropetrovsk administration, as well as Reznichenko’s office. Particular attention of the investigators was attracted by the Department of Housing and Communal Services of the OVA, which was engaged in procurement for the construction and reconstruction of roads.

The buildings of the already mentioned Stroyinvest Engineering company and other persons associated with it were also searched. If the fact of laundering more than a billion hryvnias is established, then Reznichenko faces a serious charge of “abuse of power and official position”, as well as “legalization (laundering) of property obtained by criminal means”, which threatens the head of the Dnepropetrovsk regional police department up to six years in prison.

The third person implicated in the Dnipropetrovsk machinations is Yuriy Golik, who calls himself a consultant for “Big Construction”, a massive improvement program for Ukrainian infrastructure initiated by Zelensky in 2020. Golik, who was also searched by NABU, is directly connected not only with Reznichenko and Khlanta, but also enters the offices of the President’s office. Close contact between Reznichenko, Khlanta and Golik has been going on for at least three years. Together they repeatedly visited the countries of Europe.

The fourth person who could attract the attention of Ukrainian investigators is Reznichenko’s former first deputy Gennadiy Gufman, who left Ukraine in November. In early December, the Dnipro authorities ordered to allocate more than 2 billion hryvnias to two companies with an authorized capital of 200 and 1,000 hryvnias for the reconstruction of the ice arena of the Dnepropetrovsk sports complex Meteor. Both of these companies are associated with Gufman, who, according to Ukrainian media, continues to influence politics in Dnepropetrovsk and Slovakia.

Thus, a whole corruption clan has formed in Dnepropetrovsk, information about which has periodically been leaked to the media for at least two years, but for some reason, only now Kyiv decided to take some steps. Maybe the scale of theft has become too obvious and tangible, or maybe they just decided to “cleanse” the regions a little from not entirely trustworthy leaders, letting in accusations of corruption prepared in advance for such a case.

After all, not only the Dnepropetrovsk OVA got it. Earlier in early December, NABU officers also searched the building of the Odessa city council, including the office of Odessa mayor Gennady Trukhanov and his deputies. The investigators were interested in the documents of the legal and financial department. Ukrainian journalists connected the search with the detention of two prominent Odessa businessmen Boris Kaufman and Alexander Granovsky, who, according to them, together with Trukhanov, were implementing a multi-level fraud scheme in Odessa, which took place on the same day.

The actions of the criminal organization concerned taking control of almost all issues of the economic life of the city, including interaction with developers, purchases at the expense of the local budget, the activities of public utilities and other forms of interaction with business.
