According to Kommersant, the instructions for a new revision were given to the departments by Deputy Prime Minister and Head of the Government Staff Dmitry Grigorenko, who oversees the reform of control and supervisory activities – they must form lists of requirements that were to come into effect from September 1, 2022 to December 31, 2024 . All of them have already been considered by specialized working groups at the site of the Analytical Center under the Government (deadline – until August 17), and the final proposals on the advisability of maintaining mandatory requirements should be made by the Ministry of Economy. The representative of the department confirmed the existence of this order. “Until August 24, we will send generalized proposals to the government based on the results of the analysis,” the press service of the Ministry of Economy said.

Formally, the reason for the new revision of the requirements was the order of the president after the appeal of the Commissioner for the Protection of the Rights of Entrepreneurs Boris Titov. “Under the conditions of business adaptation to new economic conditions, characterized primarily by temporary restriction of access to the resource and component base, it is undesirable to create additional costs for business,” Maxim Oreshkin, assistant to the president for economic issues, comments on the business ombudsman’s proposal in a letter to Vladimir Putin (available at “b”). It should be noted, however, that as a result, the new mandatory requirements will fall under double control – the assessment of their effectiveness and impact on business is already being conducted by the government online.
