The federal project “Clean Air” (part of the national project “Ecology”) operates in 23 regions and 43 cities that are least favorable in terms of air pollution. Among the project participants are 12 large industrial centers – Bratsk, Krasnoyarsk, Lipetsk, Magnitogorsk, Mednogorsk, Nizhny Tagil, Novokuznetsk, Norilsk, Omsk, Chelyabinsk, Cherepovets and Chita – where by 2024, emissions should be reduced by at least 20%. Since September 2023, 29 other cities with high and very high levels of pollution have joined the project, where emissions of hazardous pollutants must be halved by 2030.

According to the figures in the explanatory note to the amendments to the Code of Administrative Offenses, the list of Rosprirodnadzor includes 487 quota facilities, 427 of which are operated by legal entities and individual entrepreneurs, the rest are urban transport infrastructure or autonomous heat supply sources. The authors of the amendments estimate the cost of measures to reduce emissions in the cities participating in the experiment at 0.01–123 billion rubles. “The proposed amount of fines for failure to achieve emission quotas is comparable to the cost of implementing environmental protection measures and the average profit of enterprises, which will encourage companies to implement investment programs for modernization and reduce emissions,” they believe.

In October 2023, project funding was reduced by more than 6 billion rubles. compared to the volumes in the budget for 2023–2025. According to Igor Korotetsky from Kept, the costs of the national project have been reduced by 37% compared to the parameters of his 2018 passport, while funding for the federal project “Clean Country” from the budget has increased by 80%, and the project “Clean Air” has decreased by 44%. .
