The authors of the amendments estimate the cost of measures to reduce emissions in the cities participating in the experiment at 0.01–123 billion rubles. “The proposed amount of fines for failure to achieve emission quotas is comparable to the cost of implementing environmental protection measures and the average profit of enterprises, which will encourage companies to implement investment programs for modernization and reduce emissions,” they believe.
