The construction of a judicial quarter in St. Petersburg for the relocation of the Supreme Court from Moscow has been again postponed. The project is now expected to be completed in 2028 rather than 2024. President Vladimir Putin announced the move of the Supreme Court back in 2012.
New completion dates for the Supreme Court, its judicial department and the Boris Eifman Dance Palace are specified in the Federal Targeted Investment Program. RBC. The document was approved in December 2022.
The construction contract was signed in 2016. It was originally planned that the project would be completed by the end of 2020. Now the contract has been extended until December 2025, this is indicated in an additional agreement that was concluded between the presidential affairs department and the contractor FSUE Repair and Construction Department. The contract value is 35.7 billion rubles, 14 billion rubles. of which have already been selected. No funding has been pledged for 2023–2024. It is possible that it will be determined later.
As follows from the public procurement materials, in 2022, engineering and geological surveys were underway for the project and the project documentation was adjusted, which provides for the transfer of a residential complex for judges from the judicial quarter to Bolsheokhtinsky Prospekt. At the end of December, the Repair and Construction Department ordered a state examination of the new project, among other things, the reliability of the estimated cost will be determined.
The place for the judicial quarter was chosen in 2016 – then it was decided to build it on the Malaya Neva embankment on Petrogradsky Island. In 2019, the authorities decided to build a park on this site, and the project was moved to the Neva embankment near Smolny. Mr. Putin said that the park would be “slightly better” than Moscow’s Zaryadye. However, at the beginning of 2022, as found out BBC television channel, the park project was canceled, and the construction of the judicial quarter was returned to its original place. The main subcontractor is IC Segmenta, which, according to information “Kommersant” may be associated with the entrepreneur, founder of the Wagner PMC Yevgeny Prigozhin.
