Anatoly Chubais, former Special Representative of the President of Russia for Sustainable Development, wrote to the magazine “Economic Issues” an article presenting him as an independent researcher based in Glasgow, UK. The project drew attention to the publication in the journal fardaily.

The article is titled “Non-Payments in the Russian Economy of the 1990s: An Unforeseen Institution”. As the abstract says, the article is devoted to the analysis of the phenomenon of non-payments, which caused “the greatest damage to the economy and the population of Russia in the 1990s” and “significantly undermined the prestige of the reformers” of the economy.

“For many years, the government, the presidential administration and business have sought to minimize their negative impact (the author of this article had to actively participate in this),” the abstract says.

Anatoly Chubais left Russia in March 2022, when Vladimir Putin signed a decree on his resignation from the post of former special envoy. From that moment on, the media wrote that Anatoly Chubais was seen in Turkey, Israel, Germany and Italy.
