China invited the largest nuclear states to conclude an agreement

Chinese Foreign Ministry spokesman Sun Xiaobo, speaking at the Conference on Disarmament in Geneva, called on countries with nuclear arsenals to conclude an agreement “on the non-first use of nuclear weapons against each other.”

As Reuters clarifies, he also emphasized the need to fulfill the special obligations on nuclear disarmament defined in the UN Convention.

Sun noted the importance of developing an international legal instrument that would protect non-nuclear weapons states from nuclear weapons threats and called for negotiations to reach such an agreement or a political statement to that effect.

He also highlighted the need for universal and non-discriminatory export controls to address global security and biochemical compliance challenges to uphold the credibility of the arms control treaty system.
