Candidate for mayor of Moscow Dmitry Gusev presented his election program

Candidate for mayor of Moscow from the party “Fair Russia – For Truth” (SRZP) Dmitry Gusev presented his election program on Monday. As Dmitry Gusev said, in the process of working on the document, the party members visited all 146 Moscow districts and learned about their problems. As a result of these numerous trips, one key demand was born: the Moscow authorities must hear the opinion of Muscovites. The candidate, in particular, promised, if elected mayor, to return public public hearings, which were canceled due to the pandemic, but never returned after it ended. In addition, according to Dmitry Gusev, it is also necessary to resume receptions of the population with the prefects. The politician also highlighted in his program a few more topical, in his opinion, issues. One of them is security. “Moscow is being attacked by drones. We propose to make a Moscow security dome,” said Mr. Gusev. In addition, he proposes to connect all video cameras to a single Safe City system and triple the number of police officers. The mayoral candidate said that the SRZP sent a bill to the government and the Supreme Court for review prohibiting filming of air defense systems (Kommersant wrote about two similar bills developed by the State Council of Crimea and senators in No. 148 of August 15 and No. 150 dated 17 August).

Finally, the Moscow candidate promised to help large families with free school meals and public transport, as well as 20,000 rubles. to prepare students for the school year. The program also provides for the indexation of pensions for working pensioners, the appointment of heads of the State Budgetary Institution Zhilischnik as municipal deputies, and the abolition of parking fees at night. The party advocates a ban on the killing of domestic animals by regional authorities (in the spring, the Duma passed a law that gives regional authorities the opportunity to take independent measures to control homeless animals). Finally, the Social Revolutionaries offer their alternative “fair” city budget.

“This is not my program. This is the program of the Just Russia – For Truth party, which we began to develop and implement last year at the municipal elections in Moscow and continue to develop and implement here, at the mayoral elections. With this program, the party will go to the elections to the Moscow City Duma next year, and it will become part of a large party program in the elections to the State Duma in 2026. Some of these program provisions will be included in the program of the presidential candidate,” Mr. Gusev waved his hand, recalling that the SRZP had decided to support Vladimir Putin in the upcoming presidential elections. “And this means that we will pass on our ideas, developments, program theses to presidential candidate Vladimir Vladimirovich Putin,” the Socialist-Revolutionary explained. Recall that Vladimir Putin himself has not yet commented on his possible participation in the presidential election.

Dmitry Gusev’s advisers emotionally supported their candidate. “Gusev has no competitors, except for Sobyanin,” said Igor Skurlatov, chairman of the Third Force civil coalition. According to him, despite the high popularity of the incumbent mayor, if you “tighten up”, then a second round may happen, and there “variations are possible.”

Economist Valery Korneev believes that the Moscow and even federal authorities are already listening to the SRHR election program, in particular by installing high-altitude antennas on buildings to build a “security dome” (Kommersant has no confirmation that this is being implemented at the initiative of Dmitry Gusev).

“Among all the candidates for mayor, my female heart is given to Dmitry Gennadievich (Gusev.— “b”), because he is the best,” shared the leader of the socio-political movement “Association of Parents” Inna Gorislavtseva. Mr. Gusev reciprocated her: according to him, she will be a candidate for the SRZP in the elections to the Moscow City Duma.

“We need to stop in Moscow with external changes, otherwise she will become like ladies who are afraid to grow old, and begins to abuse plastic ones in the end,” continued the confidant of the SRHR candidate, actress and playwright Elena Skorokhodova. Instead of installing illumination in Moscow, “all these balloons and tents,” real problems need to be solved, because “there is nothing to collect children for school,” the speaker explained. In the end, she read campaign verses: “Like an outdated manicure, a curb is changed to a curb.”

The head of the SRZP faction in the Moscow City Duma, Magomet Yandiev, also came up with a creative idea, proposing an election slogan: “The geese saved Rome, and Gusev will save Moscow.”

Also during the presentation of the program, actress Olga Budina showed a film about the participants in the special operation. Dmitry Gusev called her one of his candidates for senators.

Political scientist Konstantin Kalachev, having familiarized himself with the program of Mr. Gusev, notes that the tasks there are correct, which cannot always be said about the proposed solutions. “For example, I am not at all sure that a threefold increase in the number of precinct officers is a guarantee of the safety of Muscovites. If one precinct does nothing, then three will do nothing. In terms of the number of police officers per capita, Russia is in the lead. Did it solve the problem of serious crimes, for example? – gives an example of an expert. As for the proposals concerning large families, according to Konstantin Kalachev, many of them are already being implemented by the mayor’s office. “In general, yes, the program is without drawing details, yes, there is enough populism in it. But from the point of view of the choice of priorities, everything is correct, ”the political scientist sums up. According to him, the program is not suitable for working as a mayor, but “after all, most likely, this work is not included in the plans,” and the task of Dmitry Gusev’s campaign is to strengthen the position of the party in the capital. “And to promote the thematic lines of the party and designate yourself as its Moscow leader, that’s just it,” concludes Mr. Kalachev.
