Cabinet proposes not to destroy confiscated light industry goods

The Government of the Russian Federation has prepared amendments to the Code of Administrative Offenses of the Russian Federation, according to which it is proposed not to destroy the confiscated goods of light industry, but to use them for their intended purpose, for example, as humanitarian aid. “Project <...> prepared in order to establish the possibility, taking into account the current foreign policy and macroeconomic situation, of involving confiscated goods in the economic circulation, which can be used for its intended purpose, by transferring it free of charge or as humanitarian aid, ”the explanatory note says.
It is proposed to transfer such goods to the Ministry of Emergency Situations and the Ministry of Defense. It is noted that now, according to the law, the confiscation is subject to destruction.
The Cabinet of Ministers believes that the adoption of this bill will not have a negative impact on business and the achievement of the goals of state programs of the Russian Federation. It is clarified that the initiative will not require the allocation of funds from the federal budget. Moreover, the amendments will reduce the cost of destroying confiscated products, according to the financial and economic justification for the project.
The Ministry of Finance, together with the Ministry of Emergency Situations, the Ministry of Defense and the Federal Property Management Agency, was responsible for the development of the bill, follows from the document.
The Cabinet noted that, according to the Federal Law “On customs regulation in the Russian Federation and on amendments to certain legislative acts”, customs has the right to transfer essential goods (medical products, baby food, clothes, shoes, etc.) to social , medical organizations, as well as organizations that carry out educational activities, etc.
In September 2022, the Accounts Chamber also suggested not to destroy confiscated light industry goods, but to sell them to increase budget revenues of the Russian Federation.
