The State Duma on Tuesday adopted a bill in three readings at once, which provides mobilized businessmen with a delay in resolving organizational issues and transferring power of attorney to do business to other people. Initially, it was supposed to allocate a week for this, and some deputies even proposed to increase this period, but in the end, on the contrary, it was reduced to five days. In addition, Deputy Prime Minister Marat Khusnullin spoke in the Duma and spoke about a special government program under which residents of the Kherson region who wish to leave it will be able to obtain a housing certificate to buy an apartment or house in any region of Russia.

After that, the Duma discussed amendments aimed at supporting mobilized entrepreneurs. Their authors were representatives of all factions, as well as senators Andrei Turchak and Nikolai Zhuravlev. The bill allows businessmen to formally continue their activities, despite the mobilization. As the head of the economic policy committee Maxim Topilin (United Russia) explained, under current laws, entrepreneurship is prohibited for any military personnel, and during the mobilization it turned out that “a number of people who have an individual business or are the founders, get into this situation and actually violate the law.” He stressed that the adoption of this document is “very much awaited.”

The bill gives the mobilized the right to transfer business management to trusted persons or simply keep the registration of their organizations unchanged for the duration of participation in the special operation.

In the original text of the bill, entrepreneurs were given seven days to resolve organizational issues.

Chairman of the Defense Committee Andrei Kartapolov (ER) reminded that the law on mobilization was adopted 25 years ago and “according to a number of provisions, it is outdated and does not meet the realities of today.”

A striking example of this, according to United Russia, is precisely the issue of calling on entrepreneurs.

Andrei Alshevskikh (ER) doubted that a week would be enough for businessmen to resolve organizational issues. Oleg Smolin (KPRF) proposed to increase this period “at least up to 14 days.” Stanislav Naumov (LDPR) supported his colleagues. But Mr. Topilin explained that the regulations for mobilization measures did not allow for a longer delay. “When we worked on this issue with the Ministry of Defense, we came to the conclusion that this particular deadline should be made. But I would like to emphasize that it is, in principle, sufficient. We have agreed on this issue with the business community and with colleagues from structures that are primarily engaged in small business,” the head of the committee reassured.

Nina Ostanina (KPRF), chairman of the Committee on Family Affairs, drew attention to another “outdated”, in her opinion, norm of the law on mobilization – on the postponement for parents of four or more children, or three children, one of whom is disabled. “Even if there is one such child in the family, it is quite obvious that he needs his father to be by his side. And what if my colleagues and I make amendments now?” suggested Mrs. Ostanina. So far, the position of the Ministry of Defense regarding disabled children “has not been finally formed,” Andrey Kartopolov replied. Ms. Ostanina did not calm down and recalled the internal document of the General Staff about the postponement for parents of three or more children, which, however, “worked only for a few days.” “The command was received “at the discretion of the military commissar”, and where the plan is not being fulfilled, the military commissar decides to refuse to grant a deferment. And if a person is already not in an educational unit, but in a military unit, then in general there is no question of correcting this mistake, ”said the deputy.

The deputies prepared amendments to the bill in two hours, and as a result, instead of seven days to resolve organizational issues, the mobilized businessmen received only five.

The term was reduced thanks to a new amendment by Maxim Topilin, Andrei Kartapolov and Senator Nikolai Zhuravlev. But the amendments introduced by the Communists in the wake of the speech of Ostanina’s colleague on deferrals for parents of disabled children, three or more children under 18 years of age, or two children in the event of a third pregnancy of the wife did not receive majority support. Nikolai Kolomeitsev, the first deputy head of the Communist Party faction, even said that the defense committee was showing “stubbornness and inadequate perception of the situation.” In response, United Russia Kartapolov only promised to continue consultations with the Ministry of Defense regarding disabled children.

In addition, the Duma adopted in the second reading the draft law submitted by the government in December last year to amend the laws “On Civil Defense” and “On the Protection of the Population and Territories from Natural and Technogenic Emergencies.” The amendments give the government the authority to determine the procedure for the creation, reconstruction and maintenance of public warning systems in a state of constant readiness, and also clarify the powers of regional authorities on this issue.

The plenary session of the State Duma on Tuesday, contrary to a long tradition, was not accompanied by an online broadcast on the chamber’s website. It was canceled without warning the journalists and without any official explanation. Kommersant’s sources in the Duma explained that such a decision was made on Monday by the council of the chamber and it was discussed by speaker Vyacheslav Volodin with the leaders of all factions.

As Mr. Volodin himself told the deputies at the beginning of the meeting, the cancellation of broadcasts is due to the fact that the agenda of the meetings has lately been full of issues of legislative support for the special operation. According to the first deputy head of the same faction, Oleg Nilov, this way the deputies will be able to “speak more frankly and receive answers.” Deputy Chairman of the Central Committee of the Communist Party of the Russian Federation, State Duma deputy Dmitry Novikov told Kommersant that the decision was made by the council, and all the deputies “were put before the fact on Tuesday.” According to him, it was necessary to stop the online broadcast of not all meetings, but only those issues related to the special operation in Ukraine.

Earlier, Vyacheslav Volodin repeatedly asked the deputies not to bring up especially sensitive issues related to the special operation for public discussion. For example, when at a meeting on October 3 the leaders of the opposition factions criticized the course of the special operation and partial mobilization, the speaker warned them that “these speeches will be used against us.” It is necessary to discuss such issues in other formats, it is wrong if this continues from the rostrum, Mr. Volodin emphasized.

Meanwhile, the Federation Council said they did not plan to limit the broadcast of plenary sessions.
