Business associations are not afraid yet – Kommersant

Representatives of business associations differed in their assessment of the seriousness of the problem of self-control of supervisory authorities – they consider its current manifestations to be formal and not affecting the situation, but in principle they see risks in this state of affairs.

Thus, the President of the Chamber of Commerce and Industry (CCI) Sergei Katyrin explains that until now the AC has collected data to calculate the indicator through a survey of organizations using the Rostekhnadzor methodology – and once a year transferred it to the same department, so no significant changes are expected. According to the Chamber of Commerce and Industry, in recent years Rostechnadzor has reduced the number of control and supervisory measures and fines, which replaced warnings. “Enterprises themselves turn to Rostechnadzor to carry out preventive measures, which helps reduce accidents and increase the level of safety at work,” notes Mr. Katyrin.

“Every year we create our own administrative pressure index. Our indicators are based on KND statistics and, together with surveys conducted by ASI on KND issues, are included in the national investment climate rating. In addition, the Center for Strategic Research recently presented its new methodology for estimating the costs for businesses of conducting inspections. Rostekhnadzor also evaluates all instruments. So there are enough tools, and in this case we are talking about a technical exception. We expect that in the future, administrative burden indicators will be calculated based on data from the unified information system of the KND,” says the head of the expert center under the business ombudsman, Anton Sviridenko, while agreeing that, “of course, it is advisable for the burden assessment to be carried out by the wrong body, which exercises control and supervision.”

Conflicts of interest in the field of control and supervision are not uncommon. “When assessing the actual impact, it is the regulatory authorities who prepare a report assessing the burden on business and proposals for improving the situation. It is clear that this is not the best solution, and self-assessment of government agencies within the framework of such procedures must be minimized,” notes Denis Domashnev.
