Budget expenditures on preferential and family mortgages will increase 4 times

Federal budget expenditures on preferential and family mortgages next year will increase almost 4 times from 119.4 billion rubles planned by the current budget law to 453.8 billion rubles. This follows from the explanatory note to the draft budget for 2024–2026. (Vedomosti has the document). Compared to 2023, the amount will triple – expenses this year are planned at 150 billion rubles.

Expenses for preferential and family mortgages in the federal budget are formed by providing subsidies to the operator of the Dom.RF programs. Then the development institute reimburses banks for lost income on housing loans issued at a reduced rate (for a preferential rate it is no more than 8%, for a family loan – no more than 6%). The state subsidizes the rate up to the key rate, increased by 2–5 percentage points depending on the program.
