Borrell suggested postponing discussions of security guarantees for Russia

Discussion of security guarantees for Russia will begin only after the approval of security guarantees for Ukraine. This statement was made by the head of EU diplomacy, Josep Borrell, during his speech at a symposium organized by the Jacques Delors Institute in Paris.
He noted that the resolution of the conflict in Ukraine should take place “in accordance with the norms of international law.” According to him, Ukraine must receive security guarantees and only then it will be possible to discuss the conditions for Russia.

In mid-September, the office of the President of Ukraine Volodymyr Zelensky introduced draft security guarantees for Ukraine. According to the document, in order to protect its territorial integrity and sovereignty, Kyiv needs investments in its defense-industrial base, the supply of weapons and military equipment, as well as joint exercises with the countries of the European Union and NATO. In addition, Ukraine called on security guarantors “to refrain from lifting sanctions against Russia.”
In the Kremlin declaredthat the draft security guarantees only confirms that Kyiv is still oriented towards NATO and is not going to abandon its plans to join the alliance. Press Secretary of the President of the Russian Federation Dmitry Peskov stressed that Moscow’s reaction would be negative if the draft security guarantees were signed.
Later, Peskov noted that only the leadership of Ukraine can give security guarantees to his country. “Security guarantees for Ukraine can only be given by the leadership of Ukraine, which will understand the hopelessness of further processes,” said he,
