Borrell decided to send a special representative of the European Union to Nagorno-Karabakh

The European Union will send its special representative for the South Caucasus, Toivo Klaar, to the territory of Nagorno-Karabakh. The diplomat’s visit will be related to the military operation of the Azerbaijani Armed Forces in the region, EU diplomacy head Josep Borrell said on the social network X (formerly Twitter).
“Against the background of Azerbaijan’s military operation against the Armenians of Karabakh, I decided to send special representative Toivo Klaar to the region. He will report on the state of affairs on the spot,” Borrell wrote.
Azerbaijan announced the start of “anti-terrorism measures” necessary for the “restoration of the constitutional order” in Nagorno-Karabakh on September 19. The next day, the unrecognized republic announced the conclusion of agreements on a complete ceasefire and disarmament of troops with the participation of Russian peacekeepers.
According to the Armenian Ombudsman Anahit Manasyan, during the shelling in Nagorno-Karabakh died 32 people. Of these, seven are civilians, including two children. More than 200 people were injured, including 35 civilians, 13 of whom were children.
The Russian Ministry of Defense reported that a car carrying Russian peacekeepers came under fire in the region. The servicemen who were in the car at that moment died.
