Bloomberg: France and Germany have proposed EU measures to combat “propaganda inside Russia”

The authorities of France and Germany called on the European Union to continue to explore ways to disseminate “independent information” within Russia. About it informs Bloomberg, citing an informal document prepared by Paris and Berlin on the eve of the meeting of EU foreign ministers in Prague.
According to the agency, the plan to “counter propaganda inside Russia” includes the use of “technical means” as well as the distribution of Russian-language content to Russian-speaking minorities living abroad.
In addition, among the proposals is the financing of media literacy courses for Russians, which could be distributed by bloggers on YouTube, Facebook (banned in the Russian Federation; owned by the Meta corporation, which is recognized as extremist in the Russian Federation), TikTok, VKontakte and Telegram channels.
At the same time, the importance of maintaining “certain channels of communication with the Russian Federation” is noted in order to minimize the risk of unintentional escalation. France and Germany have clarified that “minimal cooperation” with Russia should continue on issues of paramount importance, such as the UN Security Council or the nuclear deal with Iran.
The countries also once again mentioned the risks of introducing a complete ban on the issuance of visas for Russian citizens. According to the authorities of France and Germany, restrictive measures could provoke a “cohesion effect”.
An informal meeting of EU foreign ministers will be held from 30 to 31 August in Prague. It will discuss the continuation of military, political and financial assistance to Ukraine, as well as visa restrictions for Russians.
