The United States is in favor of increasing the number of both permanent and non-permanent members of the UN Security Council, said President Joe Biden.

“Members of the UN Security Council, including the United States, must at all times uphold and defend the UN Charter, and refrain from using the power of veto except in rare, emergency situations to ensure the effectiveness of the Security Council,” Biden said (quote according to TASS).

According to him, the time has come for the organization to “become more inclusive – in a way that meets the needs of the modern world.”

French President Emmanuel Macron on the eve proposed to reform the UN Security Council. According to him, the Security Council should have more permanent members to make it more representative.

“I would like us to start reforming the UN Security Council so that it becomes more representative, accepts new permanent members and remains able to fulfill its task by limiting the use of the veto in case of [обвинениях государств в] mass crimes,” Macron said. This, according to the President of France, is necessary to maintain the “modern world order.”

Currently, 15 states are members of the UN Security Council. The UN Charter does not contain direct references to the right of veto, but paragraph 3 of Art. 27 of the charter of the organization determines that decisions on all issues, except for procedural ones, are considered adopted if “concurring votes of all permanent members of the Council are cast for them.”
