Belousov: there is no infrastructure for development work in Russia

In Russia, there is almost no infrastructure for development work (R&D). This statement was made by the First Deputy Prime Minister of the Russian Federation Andrey Belousov during a speech at the Council on Intellectual Property in the Federation Council.

“It is necessary to ensure the accelerated development of infrastructure for development work and pilot production,” he said (quote according to TASS).

Belousov drew attention to the organization of China’s technology policy. According to him, the PRC is focusing on the development of infrastructure for R&D. At the same time, the First Deputy Prime Minister noted, in Russia such an infrastructure is “practically absent.”

In addition, it is necessary to revive the institution of a qualified customer, Belousov believes. We are talking about the institute of chief designers and chief technologists, by analogy with the military-industrial complex, he explained.

During his speech, Belousov said that the government had developed a concept for the country’s technological development until 2030. Russian President Vladimir Putin gave such an order to the Cabinet of Ministers in September 2022. It is planned to approve the concept in the near future, the First Deputy Prime Minister specified.

Belousov said that the mechanisms described in the document are aimed at achieving the technological sovereignty of the Russian Federation. He also voiced targets for achieving technological sovereignty, linked to the macroeconomic forecast until 2030. It is expected that during this time Russia will be able to reduce the coefficient of technological dependence by 2.5 times, increase the level of innovation activity by 2.3 times, and increase patent activity by 3 times. times and increase the growth rate of production of innovative goods by 1.9 times.
