Deputy Prime Minister Andrei Belousov in interview Kommersant spoke about three conditions for investment in the Russian economy. These are growing markets, predictable conditions for assessing risks and cheap money. According to the Deputy Prime Minister, now the key direction for the government is to ensure market predictability.

“For investments to take place, three conditions are necessary. Growing markets exist; companies understand where to invest. Predictable conditions are so that companies can assess risks,” said Andrey Belousov. He emphasized that there are difficulties in fulfilling the last condition, but the government, including the Deputy Prime Minister himself, is working to solve this problem. “And third: there must be cheap money,” said the Deputy Prime Minister.

“For now, the key direction is predictability, which is largely ensured by the government. Here we moved in two directions,” said the Deputy Prime Minister. The first area is agreements on the protection and promotion of investment. After the introduction of this mechanism, according to Andrei Belousov, business proposed to supplement it with an expansion of the “stabilization clause,” that is, an expansion of stability guarantees. The second area of ​​work, which the Deputy Prime Minister considers more important from the point of view of predictability, is the introduction of a regional investment standard.

In response to falling investment in the Russian economy from European countries and the United States, capital investment from Central Asian countries and China is growing. In the first half of 2022, the volume of accumulated foreign direct investment from China to Russia increased by 75%. At the end of 2022, the countries of Central Asia invested over $4 billion in the Russian economy. This is four times more than in 2021.
