On August 19, 1991, a group of USSR leaders headed by Vice President Gennady Yanaev and KGB Chairman Vladimir Kryuchkov announced that, for health reasons, Mikhail Gorbachev could not fulfill the duties of the President of the USSR. Power was transferred to the established State Committee for the State of Emergency (GKChP). Troops were transferred to Moscow and other major Russian cities.
