Russian President Vladimir Putin held meeting with members of the government, during which issues of protecting citizens with high debt loads were discussed. The head of the Central Bank, Elvira Nabiullina, proposed introducing a mandatory standard for all banks to protect the rights and interests of borrowers when settling debts.

“Now many borrowers have more than one loan, and they take out from different banks. When such a person has problems, he cannot reach an agreement with all the banks at the same time. And in order to solve the problem of comprehensive debt settlement to creditors, we developed and this year approved a comprehensive settlement standard,” noted Ms. Nabiullina. According to her, the standard developed by the Central Bank is now used by 11 banks, which have already resolved more than 4 thousand disputes related to debts with clients.

However, as the head of the Central Bank explained, many financial institutions prefer not to apply this standard and do not try to negotiate with clients who find themselves in a difficult situation. In this regard, Elvira Nabiullina called for giving the standard “the force of law.” “Then it will become mandatory for all banks and people will be able to solve the problem with different banks, and not just with those who voluntarily adhere to this standard,” she explained.

Vladimir Putin supported Ms. Nabiullina’s proposal and asked her to finalize the initiative together with the economic bloc of the government.

The head of the Ministry of Economy, Maxim Reshetnikov, said during the meeting that the MFC had already received the first 30 applications from citizens for the personal bankruptcy procedure. Individuals with debts ranging from 500 thousand to 1 million rubles can submit such an application. In addition, according to him, from July 1, 2024, government agencies are planned to switch to electronic document management for bankruptcy procedures. The minister explained that after a person has collected the necessary certificates, he needs to fill out a bankruptcy application, personally submit documents to the MFC, and then the developed algorithm will be launched. The President supported the idea of ​​​​translating the bankruptcy procedure into electronic form and stated that “this needs to be done as quickly as possible, so that people have a convenient form to work with this problem.”
