Banks asked the state and insurance companies to pay for the write-off of debts for disabled people in SVO

The Association of Banks of Russia (ADB) proposed to finalize the bill submitted to the State Duma on the write-off of loans and borrowings of participants in a special military operation (SVO) who received group II disability. In particular, they propose that losses to banks be compensated by the state or insurance organizations.

The association sent proposals to the State Duma Committee on the Financial Market, reports TASS. According to the association, the solution will help distribute the financial burden between banks and insurance organizations.

ADB proposes, before the adoption of the bill, to develop a mechanism to reduce the financial burden that banks face when terminating a borrower’s loan obligations. “One of the options for such a mechanism could be full or partial compensation for losses from the state or insurance organizations. In particular, the legislative obligation of insurance organizations to include events that occurred as a result of military operations in personal insurance contracts,” ADB reported. Such a decision would oblige insurance companies to pay banks all or part of the military debt.

In addition, banks propose to enshrine in legislation a list of documents that confirms the existence of grounds for terminating loan repayment obligations. It is also proposed to give credit institutions the right to request information independently.

Now in Russia, obligations to repay loans for SVO participants are terminated in the event of death or receipt of group I disability. The bill, which was submitted to the State Duma in mid-February, proposes to expand the category to include group II disabled people. The authors of the bill were a group of deputies led by the chairman of the State Duma Committee on Defense Andrei Kartapolov.
