Former foreign minister of the unrecognized Nagorno-Karabakh Republic, adviser to its president David Babayan was detained on September 29, reported Prosecutor General’s Office of Azerbaijan.
“On September 29 of this year, D. Babayan was detained by law enforcement agencies of the Republic of Azerbaijan and handed over to the investigation, and on that day he was charged,” the statement says.
The department explained that Babayan was charged back in 2020 under articles on starting and waging an aggressive war, recruiting mercenaries, issuing criminal orders, etc. At the same time, he was put on the international wanted list. On September 29, Babayan was placed in a pre-trial detention center of the state security service of the republic.
September 28 Babayan reported, that he decided to surrender to the authorities of Azerbaijan. He clarified that failure to appear could cause even more serious harm to the “long-suffering people.” “And I, as an honest person, hard worker, patriot and Christian, cannot allow this,” he added.
On September 27, while trying to travel from Karabakh to Armenia, the Azerbaijani authorities detained the ex-minister of state of the unrecognized republic, the former head of the Russian investment company Troika Dialogue, Ruben Vardanyan. The next day he was charged with “financing terrorism.” Vardanyan was taken into custody for four months. On September 29, the Azerbaijani side also detained the ex-commander of the Karabakh army, Lieutenant General Levon Mnatsakanyan.
On September 28, Nagorno-Karabakh President Samvel Shahramanyan signed a decree on the termination of the existence of the republic from January 1, 2024. From this moment on, all state institutions and organizations will be dissolved. The population is ordered to “familiarize itself with the conditions of reintegration” presented by Azerbaijan and make an “independent and individual decision” about the possibility of staying in Nagorno-Karabakh. According to the latest data, more than 100,000 of the 120,000 residents living there have already arrived in Armenia from the region.
