Senators and deputies have developed a project that obliges the government to establish uniform base rates for salaries of public sector employees, which will not be lower than the minimum wage (minimum wage), or 19.2 thousand rubles. They write about this with reference to the document “News”.

The explanatory note states that according to the law “On the Minimum Wage,” the first rank of the unified wage scale was separated from the minimum wage level, after which, in order to protect public sector employees, an amendment was made that gave the government the right to set base salary rates. But since 2007, the government has never exercised this right.

Because of this, in most regions there is a strong differentiation in the salaries of public sector workers, as well as a difference between the salaries of managers and employees. This trend is noticeable both at the interregional and intraregional levels. Today in the field of healthcare and education this figure can range from 5 thousand to 12 thousand rubles, depending on the region. With the new bill, deputies want to oblige the government to establish uniform base rates.

“Taking into account the president’s message, we believe that the time has come for the emergence in Russia of a regulatory framework for introducing a wage system in the public sector and eliminating existing injustice,” one of the authors, head of the State Duma Committee on Labor and Social Policy, Yaroslav, explained to Izvestia Nilov. It is assumed that the bill with amendments to Art. 144 of the Labor Code will be submitted to the State Duma on March 27.
