ATOR: tourist flow to Russia decreased by 30%

In 2022, about 200,100 foreign tourists visited Russia, which is 30.2% less than in 2021, when 288,300 trips were recorded, informed Association of Tour Operators of Russia (ATOR).
“According to the latest data from the Border Guard Service of the Federal Security Service of the Russian Federation, in 2022, 200,100 foreigners visited Russia for tourism purposes. This is almost 4.9 million, or 25.5 times less than in pre-pandemic 2019. According to the results of last year, the inbound tourist flow to Russia turned out to be less than even in the “covid” 2020 and 2021,” they said.
The largest number of tourists was recorded from Germany, however, as ATOR emphasizes, according to the tour operators themselves, there were practically no tourist groups from Germany and Europe in general. A significant part of German residents who indicated tourism as the purpose of their visit probably visited the Russian Federation for business or personal purposes. In total, the total number of “tourist” trips from Germany in 2022 amounted to 25,400, in 2019 there were more than half a million such visits.
The top five countries in terms of tourist flow to the Russian Federation also included Turkey (22,600 trips), Iran (14,600), Kazakhstan (13,300) and Cuba (11,300). The total number of visits by foreigners to Russia for any purpose increased compared to the pandemic years of 2020 (9.7 million) and 2021 (12.1 million) and amounted to 13.1 million trips. In 2019, there were 2.5 times more such visits.
Earlier in January, at a meeting of President Vladimir Putin with government members, issues of developing domestic tourism were considered. Economic Development Minister Maxim Reshetnikov, in particular, proposed reset VAT for domestic and inbound tour operators to synchronize this support measure with the hotel exemption. This measure is proposed to be issued “retroactively” – from January 1, 2023 to July 2027.
According to preliminary data from Rosstat, the number of tourist trips with hotel accommodation in 2022 increased by 8% compared to 2021 and amounted to about 62 million people, Reshetnikov said.
