Arkady Rotenberg will invest almost 130 billion rubles. in the creation of resorts. The construction of hotels in Crimea, the Krasnodar Territory and Altai will begin in 2026, the billionaire said in an interview with RBC. He called the creation of tourism infrastructure one of the strategic directions of his business. Moreover, the priority, according to the businessman, is to create an “affordable offer,” three- to four-star hotels “for every taste and budget.”

How promising are such plans? And what projects are trending now? Managing partner of Ivashkevich Hospitality Stanislav Ivashkevich answered these questions:

“We already had a similar pilot project, which was once headed by Biblio-Globus, which took over the management of a large hotel in Imeretinka. Actually, they “walked” this route at fairly low prices, created a good direction and a good impulse, including for local hoteliers, on how to work with such budgets.

If we talk about the announced projects, the amounts are quite realistic. Our average property with 150-200 rooms now costs somewhere around 2 billion rubles.

That is, considering the scope of the project, it turns out to be quite a decent grid.

At the same time, when designing, it is always worth considering that the infrastructure on site has another side – the search for personnel, their accommodation and training, supplying employees with everything necessary: consumables, products, and so on.

And if this is a developed territory, then, of course, we can work completely calmly. If these are places like Kamchatka, Sakhalin, then you first need to build some kind of city there, and then create a tourist cluster around it, and not vice versa.”

Two years ago, Arkady Rotenberg already promised to invest 15 billion rubles. to the network of Crimean sanatoriums, which he acquired in 2019. In the Krasnodar Territory, the businessman plans to develop projects in Gelendzhik, and in the Altai Territory – to invest 22 billion rubles. to the ski resort on the Katun River.

What type of projects should there be? Vice-President of the Federation of Restaurateurs and Hoteliers Vadim Prasov believes that it is currently better not to experiment with new formats:

“It is planned to invest quite serious resources. I’m guessing these are some fairly large projects. Because the declared investments are significant money for our market, and there are few such large players in it.

If we talk about possible formats, then the situation with glampings is a little overheated, in my opinion. They are quite easy to implement from a construction point of view. But this does not apply to payback. Since these are not capital structures, their life cycle is relatively small.

Even ordinary hotels can, roughly speaking, be destroyed, let alone modular accommodation facilities.”

Meanwhile, the government plans to allocate almost 50 billion rubles from the budget for the development of tourism. annually. According to Deputy Prime Minister Dmitry Chernyshenko, there is every chance of increasing the current share of this industry from 2.5% to 5%.
