Applications for the Service Award will open today, which instructions President Vladimir Putin will be awarded to outstanding representatives of the municipal community. A federal official told Vedomosti about this.
The organizer of the “Service” was the All-Russian Association for the Development of Local Self-Government (VARMSU), which is holding its congress in the Senezh management workshop from November 13 to 14. The award will be announced at the upcoming congress, Irina Guseva, co-chairman of the VARMSU Supreme Council, confirmed to Vedomosti.
The supervisory board of the award, as Vedomosti’s interlocutor clarified, was headed by First Deputy Head of the Presidential Administration (AP) Sergei Kiriyenko. During the “Municipal Dialogue” marathon on February 14, he announced that he supports the introduction of “Service” to support local self-government (LSG). “It is very important that the best practices that are being created today in municipalities throughout our country quickly become the property of the entire country, so that they can be transferred to each other as quickly as possible,” Kiriyenko said. “We talked together with the leadership of VARMSU that it would be right to establish an award – such a service award to support the best leaders at the municipal level, the best projects, the best practices at the municipal level.”
According to the first deputy head of the Administration, the president pays special attention to the role and importance of the municipal service. “When we were discussing what the award for the best workers and the best projects in the municipal sphere should be called, the name ‘Service’ appeared,” Kiriyenko explained. “Because, of course, civil service comes from the word “service,” but municipal service comes first.” Following the meeting of the Council for the Development of Local Self-Government on April 20, Vladimir Putin instructed the Administration and the government to prepare proposals for the establishment of a municipal award “Service” for representatives of local self-government who “have made a significant contribution to resolving issues of local importance and the development of local self-government, providing for the allocation of appropriate funding.”
According to Vedomosti’s interlocutor, the prize will be awarded in 10 categories for “the best projects and management solutions.” He noted that heads and employees of local self-government bodies, employees of municipal organizations, as well as village elders, local deputies, etc. will be able to participate.

According to Guseva, the acceptance of applications begins on November 13 and will last a month: “The results will be summed up at the end of January 2024.” The issue of creating a special award was raised by the municipal community itself at the Presidential Council for the Development of Local Governments, which was held in April of this year, she noted, adding that “Service” will allow “to show the faces of the municipal community.”
“The philosophy is simple: the word “official” has become a dirty word, so the work of a significant number of people who devote themselves entirely to municipal service should be noticeable and noted,” Alexander Shchelokov, the mayor of Arzamas (Nizhny Novgorod region), told Vedomosti. According to him, the idea of the prize was supported “both near Arkhangelsk, and near Kaliningrad, and near Chita,” so it “must take place.” But “Service,” he noted, “is not so much for managers as for employees,” that is, municipal specialists: “Their work is not visible in the news, but there are many things that are born in gray everyday life.”
Member of the Public Chamber Andrey Maksimov noted that attention to local self-government is increasing and, regardless of the timing of the election campaign, VARMSU is working more actively, efforts are being made to unite all municipal associations into a single front. “We have been talking about this kind of award for a long time, but now the idea has matured,” says Maksimov. “It is important for the state to provide both personnel and resources for this [муниципальный] level of power,” Konstantin Kostin, head of the Civil Society Development Fund, told Vedomosti. – Especially when it comes to very small settlements. Create the necessary motivation system for working in municipalities.”
