Anton Siluanov told the details of the one-time fee from the business – Kommersant

The Ministry of Finance will soon submit a bill on a one-time tax collection from business (windfall tax) to the government for consideration, said the head of the ministry, Anton Siluanov. He specified that the contribution to the federal budget could be paid in the amount of 5% in 2023 or 10% in 2024.

“The collection is structured in such a way that we comply with tax laws that during the year it is impossible to introduce measures worsening for taxpayers if they go beyond the tax period, and build in such a way that the collection itself is 10% payable in 2024, 5% – in that. There is an option to make a security deposit of 5% this year, which will be counted as a tax and a deduction from the tax next year,” said Mr. Siluanov (quoted by TASS).

According to Anton Siluanov, the payment will affect only a tenth of taxpayers. All previously announced exceptions for the oil and gas and coal industries, as well as small and medium-sized businesses, will remain in the project. At the same time, there will be no changes in the one-time payment to the budget for individual companies. “So for those who want to save money, there is an option to make a 5% security deposit this year, which will be credited as a tax and a tax deduction next year,” the minister added.

A one-time fee from business has been discussed in the government in recent months. The Russian authorities expect to receive about 300 billion rubles from it. Surplus profits received by companies in 2021-2022 will fall under the additional tax. The fee is proposed not to apply to the oil and gas, coal industry, small and medium-sized businesses and companies with pre-tax profits for 2021–2022 of less than 1 billion rubles.
