Andrei Kolesnikov about how Vladimir Putin submitted documents to be nominated as a presidential candidate

On December 18, Russian President Vladimir Putin arrived at the Central Election Commission (CEC) to submit documents to nominate himself as a candidate for the post of president through self-nomination. Kommersant special correspondent Andrey Kolesnikov I didn’t miss this moment.
If someone were in the city center, like me, at seven in the morning, they would also notice that Ilyinka Street is blocked. It would seem that nothing foreshadowed this (the schedule only included a meeting with the winners of the “Professionals” championship, which took place in the afternoon).
But in fact, exactly what was intended was simply not advertised in any open script. The process of becoming Vladimir Putin as the president of all Russians in 2024–2030 is proceeding according to an internal and, apparently, very strict schedule. Every step is predetermined. There are no surprises, there cannot be and there should not be.
At the entrance to the Central Election Commission, the President was met by the head of the Central Election Commission, Ella Pamfilova. She led him to the table, where Konstantin Mazurevsky, a member of the Central Executive Committee, and Olga Golovanova, the head of the Central Executive Committee administration, were already waiting. They were entrusted with the high mission of accepting documents from Vladimir Putin, who was also accompanied, by all indications, by a lawyer. It was not indicated in any way on the website kremlin.ru. And in other sources too. The facial recognition system, however, gave a clear result: in front of us was the representative of the group of voters, the rector of the Moscow State Law University named after O. E. Kutafin Viktor Blazheev.
In addition, there was a sparsely decorated Christmas tree in the room. Yes, a holiday, but without excesses. Not the same situation. But nonetheless.
“Today we are working on accepting documents,” said Konstantin Mazurevsky.
It’s as if someone else was working on receiving documents yesterday.
“We can start the reception,” suggested Mr. Mazurevsky.
“Please,” Mr. Putin allowed.
— Can I have your passport? — the member of the Central Election Commission suddenly changed his tone.
But no one has spoken to Vladimir Putin like this for a long time. It’s been six years already.
However, then there were elections in which Vladimir Putin participated as a voter. You also need a passport there. But then, it seems, everything was simpler.
— Today is December 18, 2023. It was just 16:36,” said Olga Golovanova.
She did not specify what time it is now.
“I had to write my last name, first name, patronymic there…” Mr. Putin warned. “I wrote it, but I didn’t have enough space, and I had to wrap it up a little…
Vladimir Putin, unlike others, seemed to understand that this could be interpreted as a distortion of the signature.
– It’s OK! — a member of the Central Election Commission reassured the president.
– Well, we’ll sort it out, I guess! – Olga Golovanova exclaimed.
They will figure out that it is Putin. Let them try not to make it out. But someone will definitely find fault. And we even know who.
“A statement of consent to run for the position of President of the Russian Federation…” Konstantin Mazurevsky listed monotonously. “A certified copy of your passport… A certified copy of documents on professional education… A certificate from the main place of work…
Viktor Blazheev nodded: everything here is correct so far. But just wondering: is there something else? At the same time? Then which one?
“Information about sources of income…” Mr. Mazurevsky nodded rhythmically. “Information about property… Information about expenses… Application for the appointment of an authorized representative for financial matters…”
— Is it to the bank? — Olga Golovanova clarified.
Konstantin Mazurevsky nodded.
Vladimir Putin’s money, it seems, was now managed by another person. Who? The questions multiplied. Or, as Vladimir Putin puts it, they grew like a snowball.
“His consent to carry out activities on financial matters…” Mr. Mazurevsky continued.
That is, the one who was offered to deal with Vladimir Putin’s financial issues still thought about it before agreeing. On the other hand, it is humanly understandable.
Viktor Blazheev handed Olga Golovanova another stack of documents. The stack was heavy. This was a significant result of the work of a group of voters in Zaryadye (a meeting of the initiative group of voters in the Zaryadye concert hall on December 16).
“Minutes of the meeting of a group of voters, a list of authorized representatives of a group of voters…” continued Konstantin Mazurevsky. “Data about each representative of a group of voters… 775 sheets…”
“We won’t recount,” Olga Golovanova said frivolously, I think.
“Well, the notary assured…” nevertheless, Mr. Mazurevsky supported her.
And if you wish, you can find fault with the fact that they were not counted. But it’s no use.
“Now I ask our technical service to confirm that the documents have been printed,” asked Konstantin Mazurevsky. “Check the documents and submit them to Vladimir Vladimirovich for signature…
Victor Blazheev, without going too deep, checked.
Vladimir Putin signed it without reading it at all.
So what? The procedure has long been routine for him.
