Last week Russian President Vladimir Putin declaredthat it is Russia’s duty to protect the people living in the Donbass, because they feel they are part of the Russian people. In May, Putin signed a decree according to which the Russian authorities must create conditions for the return of residents of Donbass to their homeland. This item was supplemented by the Concept of the State Migration Policy of the Russian Federation.
Prior to that, in March, the president visited the Donbass for the first time since the outbreak of hostilities in Ukraine: he arrived there after Crimea, where he visited on the nine-year anniversary of the annexation of the peninsula to Russia. Earlier, the head of state repeatedly stressed that the Russian Federation launched a military operation to protect the residents of Donbass.
