American Chip Association urges Biden to refrain from sanctions against China

The US Semiconductor Industry Association (SIA) called on the administration of US President Joe Biden to “refrain” from imposing new restrictions on chip sales to China. About it informed Reuters, citing a statement from the organization.

Earlier, The Wall Street Journal and the Financial Times, citing sources, wrote that the US presidential administration is considering introducing new restrictions on the export of artificial intelligence (AI) chips to China in the near future, which can be used in military technologies.

It was noted that accelerators created using technologies of American origin may fall under the new restrictions. Such restrictions are introduced in addition to export control measures that were announced by the United States in the fall of 2022. The US authorities fear that China could use such chips to develop weapons and hacker attacks.

Head of the Chinese Economics and Politics Sector of the Center for Asia-Pacific Studies, IMEMO RAS Sergey Lukonin told Vedomosti that the new restrictions of the American authorities will not be able to undermine China’s ambitions in the field of AI, but will negatively affect its capabilities. The export ban will slow down China’s new achievements in the field of AI, since Nvidia is the leading manufacturer of such chips. Most likely, China is already developing its own analogues, but the question remains how long it will take to reach a full scale production, Lukonin noted.
