The Altai branch of the Communist Party of the Russian Federation made organizational conclusions following the consideration of the draft regional budget for 2023 in the Legislative Assembly. Deputies Elena Khrustaleva and Nadezhda Dryupina, who, contrary to the position of the party, supported the project, were expelled from both the faction and the Communist Party of the Russian Federation, and two more of their colleagues got off with penalties. Ms. Khrustaleva believes that voting against the budget during a special operation means “shooting your people in the back.” Deputies deprived of party cards have already been invited to the ranks of the Communists of Russia.
The “personal affairs” of four deputies, who supported the draft budget on October 27 contrary to the decision of the faction and the party, were considered at meetings of the bureau of the Altai Territory Committee of the Communist Party of the Russian Federation and the party faction in the legislature on November 1. “For discrediting the party and a gross violation of party discipline, the bureau of the regional committee unanimously decided to expel Nadezhda Dryupina and Elena Khrustaleva from the party. At a meeting of the Communist Party faction, decisions were unanimously taken to expel Elena Khrustaleva and Nadezhda Dryupina from the faction, ”the Regional Committee of the Communist Party of the Russian Federation said following their results. As Anton Artsibashev, deputy head of the faction and secretary of the regional committee, explained to Kommersant, two more deputies, Lyudmila Klyushnikova and Pavel Mitrofanov, received party penalties. According to him, the sanctions against them will be tightened in case of new violations of party discipline.
According to the draft budget of the Altai Territory, revenues in 2023 should amount to 139.82 billion rubles, expenses – 153.3 billion, and a deficit – 13.48 billion rubles. (8.8% of expenses).
“The budget is simply falling on such items as health care, social policy, physical culture and sports,” Mr. Artsibashev commented on its content.
Nevertheless, at the session of the Legislative Assembly, the deputies Dryupin and Khrustalev supported the budget. “Did you see off those mobilized to the front? I’m sure no. Then, before pressing the “against” button with your finger, think that by doing this you are depriving the wives and children of the heroes who shed blood for you at the front from help. It’s time to end the political games. There is no Stalin on you!” — stated, in particular, Elena Khrustaleva. Deputies Klyushnikova and Mitrofanov did not take part in the debate, but also voted in favor.
Recall, according to the results of the 2021 elections, United Russia received 31 out of 68 mandates in the Altai parliament, the Communist Party of the Russian Federation – 24, the Just Russia – For Truth party – five, the Communists of Russia and the Liberal Democratic Party – four each. 43 deputies voted for the budget, with 18 against and five abstentions.
Director of the Institute of Clinical Medicine of the Altai State Medical University Elena Khrustaleva was elected to the Legislative Assembly in a single-member district in Barnaul, and before that she was a deputy of the city Duma of the regional capital. She explained her position on the budget to Kommersant by the fact that her family “always served the Fatherland”: “And I serve as best I can. The character of a person manifests itself at some turning points, and now it is precisely such a moment when not to support the budget is to shoot your own people in the back. I couldn’t do it. Especially now, when the country spends a lot of money on a military operation, to support the warring and their families. You have to be a limited person or indifferent, if not worse, when the political ambitions of some people obscure their minds. The MP also expressed regret that the regional branch of the Communist Party “does not understand the difficult situation in which the country is now living”: “All of us, including opposition parties, must unite and together solve the problems facing the country and our region “.
According to Mrs. Khrustaleva, the reason for the decision taken against her was the “regional small-town party grievances” of members of the bureau of the regional committee of the Communist Party.
Nadezhda Dryupina, who was elected from a single-mandate constituency in Rubtsovsk, declined to comment.
Taking into account the vacancy created after the death of deputy Pyotr Tyutyunnikov, the Communist Party of the Russian Federation now has 21 seats in the Legislative Assembly. Although Elena Khrustaleva said that she did not plan to join another faction, the leader of the Communists of Russia and deputy of the Altai Legislative Assembly, Sergei Malinkovich, had already come out in support of her. In his video message to Telegram channel he invited the deputies expelled from the Communist Party of the Russian Federation to join his party and faction, calling their position “Lenin-Stalin’s responsible policy.” In the case of replenishment, the faction of the “Communists of Russia” could become the third largest in the Altai Legislative Assembly.
In the 2021 elections, “too many deputies from the Communist Party of the Russian Federation went on the wave of voting not for the Communist Party, but against United Russia,” says political strategist Konstantin Lukin: “And these deputies, especially single-mandate members, do not consider themselves obliged to the party and are obliged to fulfill party discipline. This is not the first time such deputies have violated the factional vote.”
