Aliyev raised the flag of Azerbaijan in Khankendi

Azerbaijani President Ilham Aliyev raised the state flag of the republic in the city of Khankendi, which was the capital of Nagorno-Karabakh (Stepanakert) and came under the control of Azerbaijan. About it reports State agency “Azertaj”.
On September 19, Azerbaijan announced the start of “anti-terrorist measures” necessary for the “restoration of the constitutional order” in Nagorno-Karabakh. The next day, Karabakh authorities announced the conclusion of agreements on a complete ceasefire.
On September 21, negotiations were held in Yevlakh between the delegation of the Armenians of Nagorno-Karabakh and representatives of the Azerbaijani authorities. On September 23, Aliyev said that after the “anti-terrorist operation” in Karabakh, more favorable conditions had developed for concluding a peace treaty between Baku and Yerevan. At the end of September, the President of the unrecognized Nagorno-Karabakh Republic (NKR) Samvel Shahramanyan signed decree on the termination of its existence from January 1, 2024 and the dissolution of all government institutions and organizations.
On October 5, Armenian Prime Minister Nikol Pashinyan, during a meeting in Granada, Spain, signed a declaration recognizing Nagorno-Karabakh as the territory of Azerbaijan.
By October 1, 100,514 ethnic Armenians out of the 120,000 nominally declared by the NKR authorities had left the region, most of them settling in neighboring Armenia. At the same time, representatives of official Baku held several meetings with the delegation of Karabakh Armenians regarding the living conditions of those remaining, whose exact number is unknown. Aliyev previously said that the process of reintegration of the Armenian population of Karabakh should be successful. He noted that all those living in the Karabakh region are citizens of Azerbaijan, regardless of nationality, and their rights and freedoms will be fully ensured.
