Aliyev announced more favorable conditions for peace between Baku and Yerevan

After the “anti-terrorist operation” in Karabakh, more favorable conditions developed for concluding a peace treaty between Baku and Yerevan, stated Azerbaijani President Ilham Aliyev at a meeting with the European Union Special Representative for the South Caucasus Toivo Klaar.
“President Ilham Aliyev said that currently there are more favorable opportunities in the region for a peace treaty between Armenia and Azerbaijan,” the press service of the head of the republic reported.
Aliyev also noted at the meeting that all the rights of the Armenian population of Karabakh – educational, cultural, religious, municipal, electoral – “will be ensured.”
On September 19, Azerbaijan began “anti-terrorism measures” to “restorate the constitutional order” in Nagorno-Karabakh. The next day, September 20, the authorities of the unrecognized Karabakh announced a ceasefire and the surrender of weapons.
Russian peacekeepers remain in Karabakh. They provide assistance to the local population and ensure the delivery of humanitarian supplies, the Ministry of Defense reported. In particular, on September 21, negotiations were held in Yevlakh between the delegation of the Armenians of Nagorno-Karabakh and representatives of the Azerbaijani authorities through the mediation of the peacekeeping contingent.
On September 20, two incidents occurred involving shelling of Russian peacekeepers in Karabakh. Five servicemen were killed due to shelling by the Azerbaijani military; the death of another person was linked by the Azerbaijani Prosecutor General’s Office to the actions of “unidentified members of illegal Armenian formations.” Baku officially apologized to Moscow for what happened and promised to conduct an investigation.
