Alexander Uss will become a member of the Federation Council from the Legislative Assembly of the Krasnoyarsk Territory

Alexander Uss, who resigned on April 20 from the post of governor of the Krasnoyarsk Territory, will become a senator. He will go to the Federation Council (SF) after receiving a mandate in the regional legislature, the right to which he will receive after the resignation of one of the deputies elected on the list, State Duma deputy Viktor Zubarev, elected from the Krasnoyarsk Territory, told Vedomosti. “Alexander Uss is the leader of the list of United Russia (in the elections to the regional legislature in 2021, the governor headed the regional part of the list. – Vedomosti), this is the most real way to the Federation Council,” Zubarev is sure.

According to the deputy, in the near future someone from the Legislative Assembly of the Krasnoyarsk Territory “will move to the executive branch [региона]”. Zubarev did not specify the name of the future retiree. Krasnoyarsk political scientist Vasily Damov agrees with the inevitability of reshuffles in the deputy corps. According to him, some of the deputies may be useful to Mikhail Kotyukov, who was appointed Acting Governor of the Krasnoyarsk Territory the day before, when forming a new team of the regional government.

Uss himself has not yet disclosed plans to continue his political career. Announcing his resignation on his Telegram channel the day before, he said that he “received an offer to continue working at the federal level.” “But at the same time deal with issues of socio-economic development of our region,” said the ex-governor. Press Secretary of the President of the Russian Federation Dmitry Peskov on April 21, when asked if Uss could become a senator, replied: “We do not exclude that it could be the Federation Council.” Before being elected governor in 2018, Uss headed the Legislative Assembly of the Krasnoyarsk Territory for 19 years.

Each region has two representatives in the Federation Council – from the legislative and executive authorities. The government of the Krasnoyarsk Territory is represented in the upper house of parliament by Andrey Klishas. Valery Semenov, who has been in office since 2014, was delegated to the Federation Council by the regional legislature. In order for Uss to become the new senator from the regional parliament, Semenov must write an application for early resignation.

The Federation Council is not the place chosen to “restart a career,” political analyst Mikhail Vinogradov told Vedomosti. In his opinion, of the former governors, for whom leaving the Federation Council did not mean the end of their careers, one can only remember Andrei Turchak, who from 2009 to 2017 headed the Pskov region. “But he received both the post of first deputy chairman of the Federation Council and an additional position outside the chamber,” the expert says.

Meanwhile, on April 21, Kotyukov was introduced to the regional authorities. The presidential envoy to the Siberian Federal District, Anatoly Seryshev, noted that Uss did a lot for the region during his work as governor, and then read out the decree of the head of state on the appointment of Kotyukov. The acting governor himself said that he sees the issues of infrastructure and social support for the families of participants in a special military operation as his top priorities. He also announced plans to participate in the elections of the head of the region, which will be held on September 10.
