The ex-deputy of the State Duma from the Liberal Democratic Party Alexander Sherin, who is in the zone of a special military operation, plans to give up his mandate in the Ryazan City Duma, which was released after the early resignation of his former party member Dmitry Pankin. Sherin told Vedomosti about this.
“There is no intrigue here, I will refuse the mandate. It seems to me that this is an absolutely logical decision, because obtaining a mandate will lead to early demobilization. It will look dishonorable in relation to the fighters with whom I came to my regiment. Therefore, we will look for an opportunity to officially notify the electoral commission of my refusal,” the ex-deputy said.
The day before, the Ryazan City Duma satisfied the application of Dmitry Pankin, a member of the LDPR faction, on early resignation due to a court conviction that entered into force against him. Pankin was found guilty of fraud committed using his official position, as well as on a large scale (part 3 of article 159 of the Criminal Code of the Russian Federation), in a criminal case on the theft of so-called deputy compensation.
In accordance with the regional law “On Elections of Deputies of the Representative Body of a Municipal Formation in the Ryazan Region”, the vacated mandate of a deputy elected on the list must be transferred to a candidate registered in the same territorial group. The general part of the LDPR list, where Pankin was registered during the elections to the Ryazan City Duma in 2018, also included the then party leader Vladimir Zhirinovsky and Alexander Sherin. Thus, the latter remained the only contender for the vacant mandate. If a candidate voluntarily refuses a vacant seat, the party may transfer him to another territorial group.
Alexander Sherin, who tried to run for the post of chairman of the Liberal Democratic Party after the death of Vladimir Zhirinovsky, was expelled from the party in June 2022. In September 2022, after the announcement of partial mobilization in Russia, he signed a contract with the Russian Ministry of Defense.10:59
